Invited Keynote Speakers:

Keynote 1:  Machine Learning for Spectrum Sharing in Next-Generation Wireless Systems

Bio:  James (Jody) Neel, Senior Technologist at Federated Wireless, received his PhD in Electrical Engineering from Virginia Tech in 2006 on the design of cognitive radio and distributed radio resource management algorithms. Since 2014, he has led Federated Wireless’s sponsored R&D projects on spectrum sharing and management including sub-second radar / 3GPP spectrum sharing (DARPA SSPARC), sharing between ground earth stations and AWS-3 cellular networks (NOAA RFIMS), DARPA SC2 scenario design, and tools to accelerate access to UK shared spectrum bands. He is currently leading the design for Federated Wireless’s spectrum management solution for AURA Network System’s FAA-compliant UAV network for C2 beyond visual line of sight operation and an NSF-funded Operate Through effort to obfuscate identifiers on 5G networks. He was Chair of the Wireless Innovation Forum’s Cognitive Radio Work Group from 2009-2015 and was named a 2012 GAP 50 Entrepreneur of the Year.

Keynote 2:  Challenges in Securing Next-Generation Wireless Systems

Bio:  David Manzi is the Chief Technologist for RF Subsystems at Raytheon, a business of RTX that specializes in integrated air and missile defense, advanced sensors, space-based systems, hypersonics, effectors and cyber solutions. David has decades of experience in the development of state-of-the-art RF systems and products across a wide range of applications. Relevant to this conference, he has developed wireless communications technology targeted at extreme and challenging environments. He holds multiple patents in wireless communications, RF architectures, and multiple related fields. David holds a BS in electrical engineering from the University of Michigan, and a MS in electrical engineering from Arizona State University.
